This bounty brings them to the game on a national level. Regulations are presented in the city information window as a minimum required emissions rating. You can not sell vehicles in that city that do not meet the minimum requirements.

Eric's Opinion: This bounty was a pretty big omission to the game that I probably should have added from the get-go. I have steeply discounted (80%) because of that. I hope to get it funded and added to the game.
