That's really interesting.
That function is not enabled in the same savegame, in my game (see screenshot). Why does it look different on yours and mine? Could it be that something triggers that toggle to misbehave?
In the 47 years of this game I think this happened twice. Every time I reload from a previous year, it goes smoothly until at some point, I load the previous save and it repeats this issue. I'll reload from the year before, game until it happens again and when it does I get you a log file
(note on the system: I use Kubuntu, 25.04).

If you could provide me the log files after it happens. I'd like to see if there is anything in there.
Also, be sure to whitelist the game files in your anti-virus software (including Windows Defender) just in case it's doing something.
