If the formula has intentionally changed, I think dealerships are now too powerful.
One has to remember, now cars do not have a ratings ceiling. Later in the game you'll be getting tens of thousands of points from single ratings.
The solution might be to scale dealership's BR with the year. But in reality, dealers were much more powerful forces in selling cars in the early years than the later.
