This may not be a bug, but I strongly suspect it is.
The quality change on a model appears to be relative to the total tooled capacity of the factory, instead of the capacity of that specific line. This means that if you have a factory with several lines like the example below, with each line only around 20-30% of the total factory capacity, you can run them all at full speed and still gain quality across them all.
So in the example shown, its considering 1200/5700 instead of 1200/1200.
The expected behaviorĀ is that the quality change is relative to the tooled capacity of the line, not the tooled capacity of the factory.
