When constructing a factory, increasing the `Production Capacity` slider reduces the `Monthly Line Retool Cost` estimate which can cause it to go negative.

I have fixed this issue.

I also took the liberty to rebalance the line retooling costs, getting rid of a conditional that could cause this issue and converting the line retooling costs to a linear formula based on the factory build costs and a few other factors.
