Ok, so I've found a way to replicate this, on my pc anyways.

Have 2 cars ready for production. I have auto-hire and auto-wage off. This is done in the mega menu thing.

Let's say for example we have 10 production lines.

1: Turn production slider of car 1 to 10 lines.
2: Turn production slider of car 1 to 5 lines.
3: Turn production slider of car 2 to 5 lines.
4: Turn production slider of car 2 to 0 lines.
5: Turn production slider of car 1 to full. You now have -5 lines available.
6: Phone, production, max employees, make sure to pay them, and sure enough you can make 15 lines worth of cars in a 10 line factory.

I found this a while ago, but finally nailed down the order to reproduce it. Once I can figure out where my save game is and now that I've upgraded my factory, I should be able to upload my save game where the amount of cars made does not match how many should be made, even with no labor or supply problems.
I think I was able to fix this bug! Code will be included in EA Release and OB 1.15
