I just tried duplicating it, and it works fine for me. Are you able to duplicate it? Are you able to share the save/sliders you're using.

Works equally with Reliability Testing and Dependability slider.

Added a savegame - since i'm using MRW Mod i added AI_Start.xml and Logos.zip aswell so the file is about 15mb in size.

Can be reproduced with every kind of car.

I figured out what the issue was, and completely rewrote the development pace code.
