Racing suspended because War? Still Champion - v1.22 SP2

Hey Eric,
i set Funding for the racing season in 1916 when the US entered a low level conflict and no races seem to be held. Yet i'm beeing presented with the Champion! message for them at the end of the year.

Fixed this issue, it'll be in the v1.22.1 patch or v1.23 depending on which you're subscribed to.
